Description:
The Town of Windsor’s Hurricane Matthew Flood Recovery Program has successfully mitigated 44 properties to date. Relocation assistance has been provided to 20 property owners and tenants, while demolition work has been completed on 34 properties that faced repetitive flood losses. Additionally, eight properties have received elevation assistance, and one unit has undergone rehabilitation, including lead-based paint (LBP) remediation. Most of the elevated and rehabilitated homes are situated in or near the Windsor Historic District and downtown area, which were also affected by flooding. All project activities are on track to be completed within the grant period requirements.
Staff at Insight collaborated with the Town of Windsor and Bertie County to identify eligible properties, apply for funding, and manage the federal grants. Their responsibilities included feasibility assessments, work write-ups, bid processes, and overseeing construction. Crucial tasks also involved performing detailed inspections at key stages of construction to ensure elevated structures met design specifications, safety standards, and flood mitigation requirements. Particular attention was given to quality control and compliance, focusing on the integrity of foundations, structural supports, and necessary utility adjustments. These efforts have resulted in reduced flood insurance premiums for the owners of elevated properties and have significantly increased the town’s resilience after enduring four major floods since 1999, including two consecutive events in 2016.
