Insight was engaged to update the Town of Newport’s CAMA Comprehensive Land Use Plan, originally adopted in 2006. The 2025 revision was designed to meet the requirements of CAMA and NCGS 160D to ensure zoning legality while addressing the impacts of transportation developments (such as Interstate 42) and the region’s growing population. It lays out a framework to meet anticipated housing needs and guide Newport’s future growth and redevelopment, both within the town and its extraterritorial jurisdiction.

The plan was developed through extensive public input, alongside professional evaluations and recommendations.

A key component is the land use map, which garnered strong support from Newport’s citizens for its balanced approach—preserving the Croatan National Forest, fostering development in suitable areas, and safeguarding the town’s cherished assets and small-town character.

This update establishes clear goals, objectives, and policies to guide the town in making informed land use decisions and realizing the plan’s vision. It also offers a thorough analysis of Newport’s history, demographics, environment, community facilities, transportation, and land use.
