Description:
The Hyde County 2018 CDBG Infrastructure (CDBG-I) Program, Engelhard Sanitary District Force Main Extension project, addressed the need for a sanitary sewer system in an area of the Engelhard community in Hyde County, which had been plagued by failing septic tanks. The project benefited households in Hycienda Heights, Mattamuskeet Village Apartments, and six single-family dwellings within the project area. Key improvements included:
- Extending the Engelhard Sanitary District’s existing 6-inch force main approximately 2,800 linear feet along Highway 264.
- Installing a new 4-inch force main along Hycienda Heights Way.
- Installing sewer lift-pump stations.
Insight staff played a crucial role in administering the program by managing compliance requirements, including the preparation of necessary plans and policies, file organization, and conducting the environmental review process to secure the release of funds. Additional responsibilities included fulfilling reporting obligations, overseeing labor standards documentation—such as on-site wage interviews and payroll reviews—and coordinating closely with the engineering consultant during procurement, bidding, and the contract award process.
