Description:

Banner Elk suffered severe devastation from the wind, rain, and flooding brought by Hurricane Helene. The floodwaters extensively damaged the town’s water and sewer infrastructure, resulting in a complete loss of service. Roads leading into town were washed out, along with numerous secondary roads, bridges, and culverts.

Insight and its team assessed the utility systems, strategically planned the repair sequence to restore services in logical phases, procured emergency contractors, and began compiling a damage inventory for FEMA submission. Within three weeks, 80% of the system was restored and operational, with the remainder coming online as bridges and culverts were rebuilt.

Disaster recovery efforts remain ongoing, including developing scopes of work, initiating projects, securing funding, and releasing bids for procurement. Insight’s responsibilities encompass coordinating activities with FEMA, determining eligibility, drafting federal- and state-compliant procurements for designers and contractors, creating mitigation strategies, tracking and reporting finances, processing reimbursements, and overseeing all aspects of public assistance grant administration.
