Widely recognized as an expert in community development and disaster recovery services, Ryan founded Insight after serving as the State Hazard Mitigation Officer for the NC Division of Emergency Management. A Certified Floodplain Manager with deep hazard mitigation experience at the state level, Ryan is known for providing context for communities dealing with UDO updates, comprehensive land use plans, resiliency plans, and other regulatory planning services. In addition, Ryan’s experience in the United States Air Force, as a former town commissioner, and as a volunteer firefighter delivers the insights his clients’ need for the impact they want.

With over 30 years of experience in the construction industry, Kevin has developed expertise in both vertical and horizontal construction, overseeing financial management operations, legal compliance, and risk mitigation. As Chief Operating Officer & Chief Financial Officer at Insight since early 2023, he drives strategic decision-making, financial optimization, and operational efficiency while managing housing rehabilitation and mitigation projects. His deep knowledge of Disaster Recovery and Public Assistance initiatives, including debris monitoring services, allows him to provide valuable insights, foster trust with clients, and ensure seamless collaboration between contractors, government entities, and stakeholders.

Shycole has over 23 years of experience across private, local, and state sectors, specializing in HUD Community Planning and Development programs, including CDBG, HOME, ESG, HOPWA, HTF, CDBG-CV, and CDBG-DR. She has extensive expertise in HUD policy and grants management, overseeing the full grant lifecycle, from funding applications through Consolidated and Action Plans and reporting via the CAPER and other tools. She oversaw the citizen participation process for HUD-funded programs, leading public outreach, hearings, and engagement—expanding from local jurisdictions to statewide efforts under the N.C. Department of Commerce’s Rural Economic Development Division (REDD).

Ashli holds AICP, CNU-A, and CZO certifications and is skilled in comprehensive planning and developing responsible land use policies. When disaster calls, Mike answers, assisting clients through all four phases of the disaster life cycle so they can document their damages, manage their recovery and mitigation grants, and maximize their reimbursements. As a licensed Professional Engineer, Mike brings four years of roadway design experience and 25 years of expertise in managing recovery projects of all types and sizes. His unique skill set enables communities to swiftly restore their infrastructure while optimizing federal reimbursements. He has worked on over 30 federally declared disasters, including managing the Hurricane Katrina Public Assistance Staffing project.
